The ideas of equality, fairness and other modern concepts of civil society that we have grown up with in free countries over the last few hundred years do not exist as you know them in the world of Kil'Dar.

The people are divided into a fuedal caste system. Peasants and other commoners work to support their lords, masters or employers. Nobles have the right to order the death of those who offend them. There is no such thing as CSI. Only high profile crimes or crimes against wealthy people are likely to have the benifit of a Divinist, a skilled tracker, or clergy capable of communicating with the dead.

If a local is killed by a sword and has some brown hair in his fist then constables will likely arrest the first brown haired trouble maker who owns a long sword they take a dislike to. People are not innocent until proven guilty. They are generally expected to prove their own innocence. Also, a handfull of gold can often give anyone enough incentive to suddenly pay attention to someone else or something else.

Kings are not elected. The advisors to the kings are not elected. It is commonly excepted belief that rulers rule by divine right. Kings are beliefed to be blessed and favored and to speak with divine authority.

Laws are often hundreds or even thousands of years old and may or may not be posted, recorded or even available to review. Failure to know a law is not going to earn sympathy. Laws are usually applied based on who has the constables favor or friendship. Yes, some lawmen are principled and honest, but many just want things quiet and peaceful and fair is not high on the priority list.

Power or gold or high station is often all the proof one needs to be right in any given dispute. A noble will always be viewed as right in a disagreement unless someone of power, wealth or station challenges the claim.

While the 'ideas' of fairness and equality are known and sometimes given token attention, the common people have no real ability to live as equals. Food can not travel long distances so subsistance farming is the norm. Local nobles take what they want in exchange for nominal protection and providing the guidence their wealth is able to provide via education. Food and fear are two issues that could alone make feudal society necessary and natural. Adding in all the other circumstances that are present in a fantasy world and this is all nearly unavoidable.

The noble ideas we each possess in this modern age can be part of your character belief system. Your character than their friends and allies are welcome to champion these ideas. Just know that the only way these concepts with take root is if, when or through the efforts of playing characters. The benifits of such effort could provide a 'bubble' of influence supported by the wealth, oversight and effort of the player character and his/her allies and friends.

Such a bubble would have limited impact beyond the bounderies the contributing players could afford to support, oversee and influence.

In general, however, keep in mind that the environment of crime, punishment and nobility would be best represented by old feudal europeon, arabia or oriental historical accounts.
